Clearly the level of dishonestly that being displayed here is unusual but the combination of alcohol, cash and customers that are actively encouraging your bartenders to 'top that one up a little more' is a dangerous combination.
Clearly it's important to trust your employees but it's also important to verify that trust. The easiest way to do that is to accurately compare the product you pour with the product which is rung into your POS system.
